At the same time, the two ministries have worked together to develop and promulgate regulations on the exchange, storage and processing of electronic documents throughout the country and the standards for exchanging electronic data among state agencies. According to representatives of the Department of Computerization, the legal documents promulgated by the two ministries have contributed to improving the legal validity of electronic documents and contributing to the actualization of IT as a tool for accelerating the reform. main. In particular, leaders of Department of Information and Communication highly appreciate the coordination program between the Ministry of Information and Communications and the Ministry of Home Affairs as it is the basis for the Department of Information and Communication and the Department of Home Affairs to implement similar coordination programs to attach Linking IT with PAR.
However, representatives of the Department of Computerization also pointed out the shortcomings and limitations in the implementation of the coordination program between the two ministries 2011-2015 period. Also at the meeting, representatives of relevant departments of the two ministries discussed the content of the cooperation program between the Ministry of Information and Communications and the Ministry of Home Affairs for the period 2017-2020. Accordingly, the two ministries jointly worked out legal documents to improve the application of information technology and administrative modernization in state agencies such as the Circular on the use of digital signatures for electronic documents in state agencies; The circular provides for the management of travel documents, incoming documents and documents, electronic documents; The circular regulates the input data standards of electronic archives.
At the same time, the two Ministries will jointly direct the implementation of the Prime Minister's Decision No. 45/2016 / QD-TTg of October 19, 2004 on the receipt of dossiers and the return of settlement results administrative services through public postal services. Regarding the implementation of Decision No. 45, representatives of the Post and Telecommunications Department said that as of 10/8/2017, there were 13/22 ministries and 48/63 provinces / Administrative procedures are carried out through public postal services. A total of 153 administrative procedures have been implemented through public postal services, mainly by the Ministry of Public Security and the Ministry of Transport.
