E-commerce development plan of Binh Thuan province 2016-2020 

E-commerce is one of the important infrastructure of the trade and information society; High-tech application, rapid development and a way to help Vietnamese enterprises in general and enterprises in the province promote the development of domestic market, participate in global supply chain; to enhance the competitiveness in international integration; contributing to boosting the country's industrialization and modernization and understanding the importance of e-commerce. On December 22, 2016, the People's Committee of Binh Thuan province issued Decision No. 3798 / QD-UBND on Promulgating the e-commerce development plan of Binh Thuan province in the 2016-2020 period.

Accordingly, the specific objectives of Binh Thuan Trade Development Plan up to 2020 are as follows:

- On e-commerce infrastructure: 80% of supermarkets, shopping centers and modern distribution facilities, installing POS card payment equipment allowing consumers to pay without money face when shopping; 100% of the electricity, water, telecommunications and media providers accept payment of invoices for use by individuals and households through non-cash payments; To strive to have at least 02 enterprises having a network of transportation and delivery services for e-commerce to all districts, towns and cities of the province; 30% of enterprises apply digital signature and digital signature certification to ensure safety and confidentiality for e-commerce transactions;

- On the market size and application of e-commerce in enterprises: reaching 55% of enterprises making orders or receiving orders via e-commerce applications on the Internet or mobile platforms; placing 65% of enterprises present on the Internet, regularly updating their information and selling products; Approximately 50% of small and medium enterprises use specialized software in management and production and business activities to develop B2B and B2C e-commerce transactions; reaching 40% of enterprises participating in e-commerce service providers at home and abroad; 95% of businesses connect to the Internet to find information, search the market.

- Regarding the training of managerial human resources and administrative procedures in the field of e-commerce: to reach 90% of websites of provincial- and district-level professional agencies providing online public administrative services. in the production and business sector at level 3 and 30% level 4; 95% of transactions between state administrative agencies and enterprises and citizens are conducted online via the provincial E-Portal or through the OSS; To train about 500 officials, enterprises and state management officials to attend short-term training courses on e-commerce; To strive to have at least 03 universities and colleges in the province open training courses on e-commerce to meet the demand of deploying e-commerce application for enterprises.

With the specific objectives stated above, Binh Thuan province has made significant solutions to the target that the province needs to pay attention to the propaganda and raising of awareness of the community on e-commerce through the transmission activities. communication; To concentrate on training and developing human resources for state management officials, enterprises, organizations and individuals regarding the application of e-commerce in production and business; To enhance the building and development of infrastructure and the application of e-commerce technologies and services; improving efficiency and capacity of state management; To encourage and support enterprises in applying information technology and e-commerce; Strengthen the survey of learning experiences, cooperation and linkages on e-commerce development.

In order to successfully implement the e-commerce development plan of Binh Thuan province in the 2016-2020 period, the Provincial People's Committee has assigned concrete tasks to relevant agencies and units such as Department of Industry and Trade; Information and communication facilities; Financial Department; Department of Planning and investment; People's Committees of districts, towns, cities and associations, practicing associations, enterprises in the province implement this plan.
