Pursuant to Decision 150/QĐ-THH dated October 8, 2018 by the Director-General of the Authority of Information Technology Application, the Division of Information Infrastructure is renamed Division of Infrastructure and Digital Data...

The Division of Infrastructure and Digital Data inherits the rights, obligations, responsibilities and personnel of the Division of Information Infrastructure. The Division continues to perform the function and tasks of the Division of Information Infrastructure until the Director-General decide on the division's function, tasks and powers of the Division of Infrastructure and Digital Data.

Functions:

The Division of Infrastructure and Digital Data is a unit under the Authority of Information Technology Application which performs the advisory functions for the Director-General to perform the task of state management concerning infrastructure and information resources.

 

Tasks and powers:

1. To preside and coordinate with related agencies to develop mechanisms, policies, plans and development programs, improve the infrastructure and information resources for the purpose of applying information technology and developing e-Government.

2. To guide, organize, and inspect the implementation of legal documents, policies, strategies, planning, programs, plans, schemes, projects, mechanisms and regulations on infrastructure and information resources in IT application and e-Government development as assigned by the Director-General.

3. Regarding technical infrastructure, network infrastructure:

a) To guide and inspect the implementation of legal regulations on information infrastructure in state agencies;

b) To study and develop assessment criteria for information infrastructure; to participate in the investigation and survey of the infrastructure; to synthetize and make periodical as well as unexpected reports as directed by the Director-General;

c) To propose the development of services regarding technical infrastructure; to propose the model of data integration center and design a typical shared information infrastructure system.

4. Regarding information resources serving e-Government:

a) To guide, inspect, and evaluate the compliance with legal provisions on national databases; to guide, coordinate, oversee, and inspect the development, management, exploitation, protection and maintenance of national databases; to formulate or guide the formulation of lists and regulations on the exploitation of national databases;

b) To lead, advise the Director-General on promulgation or submit to competent authorities for promulgation, and organize the implementation of regulations on interconnection, integration, sharing of information and data among ministries, sectors and localities; to manage and announce information resources and shared data on national level; to promote the exploitation, using and sharing of digital information among state agencies;

c) To advise the Director-General on the implementation of general solutions to simplify administrative procedures and professional processes on the basis of data exploitation from national databases;

d) Evaluate basic designs of projects to build databases (national databases and databases of ministries, sectors and localities) within the tasks and powers of the Authority of Information Technology Application;

5. Regarding e-Government Architecture Framework and ministerial e-Government Architecture, provincial e-Authority Architecture:

a) To preside, build, or guide Ministries, sectors and localities to build a data model belonging to e-Government Architecture;

b) To inspect and evaluate the development of e-Authority at all levels in order to propose and report to the Director-General who, in turn, advises the Minister on mechanisms and policies to popularize.

6. To preside, research, advise the Director-General, and deploy the development of a focal information system which connects and facilitates convenient access to national databases; to deploy tools and applications for managing, sharing and exploiting shared data in state agencies which serves the development of e-Government.

7. To lead in researching, assessing and building a model of technical solutions to applied technology in order to advise the Director-General on the development and application of Cloud Computing, Big Data, Data Mining, and other fields related to data, in the development of e-Government in Vietnam.

8. To study, propose, develop, train, and guide the implementation of contents concerning standards, technical regulations, economic and technical norms related to infrastructure and information resources in IT application and Vietnam e-Government development.

9. To lead or participate in scientific research; to apply scientific and technological advances in the fields of infrastructure and information resources; to propose a system of solutions to promote the application of information technology and e-Government development.

10. To participate in the organization of international cooperation activities related to the fields of infrastructure and information resources.

11. To propagandize and train agencies, organizations and individuals on the Division's profession, including: publishing articles, videos and e-learning, organizing propagandist and training activities to raise awareness on national databases and sharing data in state agencies, promoting interconnection among systems as well as Cloud Computing, Big Data, Data Mining, and other fields related to information resources.

12. To do other tasks as assigned by the Director-General.
