Da Nang: Promulgating the Roadmap for implementing online public services in the 2017-2020 period 

To increase the number and efficiency of online services at Level 3 and Level 4 by agencies, units and localities in Da Nang City, contributing to promoting the public. On 20 February 2017, the People's Committee of Da Nang City issued the Decision No 892 / QĐ-UBND promulgating the roadmap for the implementation of the translation. Online services in Da Nang city for the period of 2017-2020.

Accordingly, the specific objectives to 2020 are:

- Increase the number of online public services in Level 3 and Level 4 to 1.5 times that of 2016 (about 780 online public services) - according to the report of Da Nang city;

- To build 100% of online public services to be deployed according to the documents prescribed by the Central Government.

To achieve the above objectives, Danang City has developed a roadmap for implementing public services of Level 3 and above in the period 2017-2020 as follows:

- In 2017, to provide about 40 services according to priority groups (according to the Prime Minister's Decision No. 1819 / QD-TTg of October 26, 2015 and Official Dispatch No. 2779 / VPVP-KGVX dated 22 / 4/2016 of the Office of the Government on the promulgation of a list of priority public services to be implemented); At the same time, to pilot online payment gateways to service organizations and individuals paying fees and charges through online networks when implementing online public services.

- Implementing about 215 online services in the period of 2018-2020, covering the fields of Business Registration and Investment, Health, Education and Training, Transportation, Tourism, Justice, Labor, War Invalids and Social Affairs; and the administrative procedures under the jurisdiction of the Office of the People's Committee and the District People's Committee.

With the roadmap for building online public services in the 2017-2020 period, Danang has also put forward four solutions:

Firstly, mechanisms and policies: review and evaluate the efficiency and satisfaction of public services implemented in the city; regularly monitor the operation of online public services; download dossiers of administrative procedures in order to facilitate the computerization and submission of dossiers through the network environment of organizations and citizens; In combination with the issuance of a list of acceptable papers submitted electronically to minimize the use of paper documents.

Secondly, technical and technological issues: To build online public services on the basis of e-Government information system of Da Nang city (address egov.danang.gov.vn). technology, cost savings and the unification of a portal for online public service delivery across the city.

Thirdly, on human resources: To attach importance to the training and training of IT staffs capable of building, developing and operating the city's information systems in general and public services. online in particular.

Fourth - communication solutions, raising awareness, using instructions: the city attaches importance to communication, publicity, regular introduction of online public services for organizations, citizens know and formed the habit of using online public services.
