Speaking at the opening ceremony, Deputy Minister Nguyen Thanh Hung, Chairman of the Board of Directors of IT agencies of state agencies said that in recent years, the provinces and cities directly under the Central Government and other ministries have tried to develop. He noted that the Council's meeting today should focus on discussing such major issues as enhancing the use of electronic documents, especially the use of digital signatures for electronic documents in the House country. Deputy Minister pointed out that the use of document management systems in many places is not effective, mainly used in the sending, receiving documents, support the clerical work.

According to the Deputy Minister, the efficiency of using public services should be promoted. Some places only pay attention to the number of public services but do not really care about the actual use of services. He highly appreciated the effectiveness of online public services provided by Hanoi City with the number of online processing dossiers ranked by Ministry of Information and Communications highest among the provinces and cities under the central government with 340,027 Online Level 3 Profiles.

 

At the same time, Deputy Minister Nguyen Thanh Hung emphasized the importance of linking information systems from the central to local levels and ensuring the security of information.

At the meeting, the Vice Chairman of the Hanoi People's Committee, Ngo Van Quy, presented the figures contributing to the general picture of the IT application of the capital. Hanoi now has a population database of more than 7.5 million people in Ha Noi, forming a network of shared and online public service levels 3 to 584 communes, wards, town (100%); Building and deploying information systems on a synchronous, common and unified application platform, creating favorable conditions for data exchange and sharing. The city now has 391 online public services with a level of 3, 4 (of which 281 public services level 3, 110 public services level 4), reaching nearly 20.4% of total administrative procedures. The percentage of online transactions reached 100%, 100% in the field of urban management, 70% in the business registration sector, 96% in the business registration sector and 80% in the social insurance sector. Also at the meeting, representatives of the Department of Computerization has a report on the level of IT application of the provinces and cities under the Central Government in 2016. The content of the assessment is divided into 6 categories: Technical infrastructure IT; Deploying IT applications; Site / Portal; Providing online public services; Policy mechanism to promote IT application; and human resources.

 

According to the evaluation report, the IT infrastructure, the results quite equal between the provinces, no difference too large. However, the mountainous and border provinces still need to continue to build infrastructure to meet the set criteria.

 

On the application of IT in internal activities, the top 5 positions belong to Da Nang, Ho Chi Minh City. Ho Chi Minh City, Hanoi, Lao Cai, Quang Ninh. Meanwhile, Bac Lieu, Bac Kan, Kon Tum, Son La, Lai Chau are in the final stages.

 

For the provision of online public services, in 2016, 56 out of 63 provinces provided online public services in Level 3, the proportion of services that generated online records accounted for 45.6% and 21 services Level 4 online, service rates have generated online records accounted for 22.63%.

 

Regarding the ranking of 3,4 online public services, Ha Giang, Ha Nam, Quang Ninh, Ca Mau and Tien Giang provinces have the top positions. While Bac Lieu, Bac Kan, Cao Bang, Hoa Binh and Tra Vinh provinces do not provide services.

 

However, the five provinces with the highest number of online solicitor profiles were not in the provinces with the highest levels of online services. Speaking at the meeting, Deputy Minister Nguyen Thanh Hung said: At present, the most difficult problem in applying IT in state agencies is connecting and linking central databases and local. The Ministry of Information and Communication has made great efforts to develop normative legal documents, standards and standards and has had positive impacts. However, difficulties still exist.

 

The Deputy Minister expressed his delight at the fact that many provincial representatives highly appreciated the activities of the State Council of IT Directors in recent years.
